The electromagnetic compatibility limit limits the voltage changes, voltage fluctuations, and flickers generated by equipment with a rated current of ≤ 16 A per phase and unconditional access in the public low-voltage power supply system. This section involves limiting the voltage fluctuations and flickers generated by the public low-voltage power supply system. This section specifies the limits for voltage changes that may occur under certain conditions in the tested equipment, and provides guidelines for evaluation methods. This section applies to electrical and electronic equipment with an input current equal to or less than 16A per phase, intended to be connected to a public low-voltage power supply system with a phase voltage of 220V to 250V and a frequency of 50Hz, and unconditionally connected. When tested with a reference impedance of 6.4, it does not comply with the limits of this part and therefore cannot be declared to comply with this part. For such equipment, retesting or evaluation can be conducted to indicate compliance with IEC 61000-3-11. IEC 61000-3-1l is applicable to equipment with a rated input current of ≤ 75 A per phase and conditional connection. This part of the test is a type test, and the special test conditions are given in Appendix A. Note. The limit values in this section are mainly determined based on the subjective severity of flickering of 230 V/60 W spiral filament lamps caused by fluctuations in power supply voltage. For systems with a nominal phase voltage less than 220 V and/or a frequency of 60 Hz, their limits and reference circuit parameters are under consideration
