During equipotential operation, the human body directly contacts the high-voltage live parts. The human body in a high-voltage electric field can have dangerous currents flowing through live work, endangering personal safety. Therefore, all workers entering a high-voltage electric field should wear a complete set of qualified shielding clothing, including clothing, shoes, socks, hats, and gloves. The electrical connections between the various components of the complete shielding suit must be ensured to be good, and the resistance between the farthest ends cannot exceed 20 Ω, forming an equipotential body on the surface of the human body. When working at ground potential, the human body is on a grounded tower or structure and is operated live through insulated tools, hence it is also known as the insulated tool method. When working live on electrical equipment of different voltage levels, the minimum distance between air gaps and the minimum length of insulation tools must be maintained. When determining the safe distance and insulation length, consideration should be given to system operation overvoltage and lightning overvoltage during remote lightning strikes. The intermediate potential operation involves entering a certain area of the high-voltage electric field through tools such as insulating rods, but has not yet directly contacted the high-voltage charged body, which is the intermediate condition of the first two operations. Therefore, the basic safety requirements for the first two types of operations must be considered during intermediate potential operations. 1. The current passing through the human body must be limited to a safe current of 1mA or less. 2. The high-voltage electric field must be limited to a value that does not harm personal safety and health. 3. The distance between the staff and the charged body should ensure that there will be no flashover discharge in the power system when various overvoltages occur. When conducting ground potential electrification work, the safe distance between the person and the charged body shall not be less than the provisions of the "Electricity Safety Work Regulations". 4. For complex and difficult live work, on-site investigation must be conducted, corresponding operation process plans and strict operating procedures must be formulated, and reliable safety technical organization measures must be taken. 5. Live working personnel must undergo special training and hold a certificate (live working certificate, safety work certificate) to work. 6. Hold a pre-shift meeting before homework, and the person in charge of the work shall conduct "three explanations" and "three inspections" to the team members, and conduct necessary inspections and tests on the tools and instruments. 7. Strictly follow the work permit procedures, and members of the unauthorized work team are not allowed to enter the construction site. 8. Upon entering the site, team members should wear corresponding labor protection equipment (such as work clothes, safety helmets, shielding clothing, insulation clothing, and electrostatic clothing) according to the work project, and carry qualified tools and instruments. Work team members, work leaders, and full-time guardians should wear logos. 9. Deactivate reclosing work for live working. According to regulations, in systems with effectively grounded neutral points, it is possible to cause single-phase grounding, and in systems with non effectively grounded neutral points, it is possible to cause phase to phase short circuits. If the work permit issuer or work leader deems it necessary to stop reclosing, reclosing must be stopped and power transmission must not be forced. 10. When working on poles, use safety belts correctly, stand accurately, and maintain sufficient safety distance from live objects according to regulations. 11. Live detection insulators must be operated according to regulations. 12. There are people working on the tower, and ground personnel are not allowed to stay below. When working in densely populated and complex traffic areas, fences and warnings should be set up, with dedicated personnel guarding and monitoring. Insulated ropes must be used to transfer tools up and down. 13. Live working must be supervised by dedicated personnel. For operations on high towers, a tower supervisor should be added, and the supervisor is not allowed to operate directly. 14. If the equipment suddenly loses power during live working, the operator should consider the equipment to be still live, and the person in charge of the work should contact the dispatcher as soon as possible. 15. Live working should be carried out in good weather according to regulations, and emergency repairs should be carried out in special circumstances or severe weather. Reliable safety measures should be taken and approved by leaders before proceeding. 16. Live working personnel are strictly prohibited from wiping parts with flammable substances such as alcohol and gasoline during work to prevent fires. 17. When entering equipotential (suspension) operations, personnel climbing must carry qualified safety ropes. 18. When working with electricity and climbing a soft ladder, protective measures should be taken to prevent falling from high places. 19. When working on live equipment with a voltage level of 10-35kV, effective insulation shielding and isolation measures must be taken to ensure sufficient safety distance. When working at night, there must be sufficient lighting. 20. When conducting live short-circuit and drainage work on electrical equipment with a voltage level of 10-220kV, equipment materials must be selected according to relevant regulations and operated according to regulations. Before using an insulated bucket truck for operation, it is necessary to check the integrity of all hydraulic operating components and whether the oil pressure of the hydraulic system meets the operating regulations. To replace hydraulic oil, an electrical test must be conducted. 22. After the work is completed, carefully clean up any leftovers on the tower and put the tools into a dedicated tool bag or toolbox to prevent moisture, collision, and damage.
